The national strategic framework is vital for rural development in order to determine the policies that will allow the economic and human resource potential in the rural areas to be utilized in the most efficient way, to direct all rural development activities to be implemented to the designated goals and objectives and to reveal the general issues to be followed in the design-implementation-coordination-monitoring and evaluation processes of these activities.
The policies and measures of the “Eleventh Development Plan” are designed by the Ministry of Agriculture and Forestry for his very reasons. Starting from these necessities, after perusing the rural development supports which carried out by public institutions, non-governmental organizations (NGOs), local authorities, and the private sector throughout the country, plus analyzing the results obtained from the implementation processes in the NRDS-I and II periods, the NRDS-III paper is aimed to create a holistic approach for rural development activities, considering the trends towards supporting rural development in the world and the requirements of the EU harmonization process.
